We can dismantle emergency reactors as follows:

The first stage: distantly controlled robots and the distantly controlled construction machinery build a protective dome around of a reactor, the robots under a dome also mount the heavy equipment, which capable long time to work in conditions of high radiation. In this heavy equipment it is necessary to apply in the maximal degree the rough mechanics and to minimize using of electronics, which ”dies” at strong radiation.

Into number of this heavy equipment necessarily includes:

1. mechanical ladle-grapple,

2. the hydroabrasive cutting torch,

3. the camcorders, protected from radiation.

This first stage is shown by image:

Fukushima - the method of dismounting of emergency reactors

Drawing # 3.

In the presented drawing of a wall of a protective external dome and the heavy equipment (a ladle-grapple and so forth) are conditionally shown by dark blue color. Purpose of a protective dome - to minimize drain in an atmosphere of the radioactive dust, arising during of a dismantle of a reactor. Because the nuclear reactors of Fukushima spring a leak (the molten fuel did holes in a bottoms of reactors and they now do not hold water), then them it is necessary to dismantle "by dry" way, i.e. we should use method, which is described just here.

In the beginning at construction of a protective dome will expediently use of remote operated of anthropomorphous biped robots - avatars, because they have more best passableness, and they can successfully overcome ladders and, if it is required, to use step-ladders. The technology of the anthropomorphous biped robot - avatar has been invented in 1997 — the patent for the invention # 2134193 ru. (As a conditional example of successful overcoming a step-ladder you have a possibility to see videofilm, where the person in a medieval knightly armour does it:

Drawing # 4.

We suppose, what the biped anthropomorphous robot-avatar will function in a copying mode and if the person in a medieval armour can climb up on a step-ladder, then with the big share of probability and anthropomorphous biped robot-avatars operated in the copying mode, can make it. Let little clumsily, but he can). Such anthropomorphous biped robots-avatars will clear away passes and will build there, where it is necessary, ramps for robots-"invalids", which moves just by means of caterpillars or wheels. (The robots-"invalids", which exist now, and can move only by means of caterpillars or wheels, cannot effectively overcome ladder passes and a fortiori cannot use step-ladders - practice of uses of such robots, with caterpillars or wheels, on Fukushima, in Chernobyl and during other technological disasters with all obviousness has shown it. Therefore the ramps and relatively equal road are necessary for such robots with wheels and caterpillars.) But in emergency situation because of a time trouble not always there will be an opportunity to use convenient ramps - at times arises need to use a step-ladder, how it was in Chernobyl:

Casually it has turned out so, that by during development of the theory of anthropomorphous robot-avatar (the patent for invention # 2134193 RU) I, perhaps, invented radiation-resistant sensors of angular orientation of the torso of the robot.

One of them: the plumb - sensor, which in some extent is analogue of videocamera. Really, in this sensor - plumb photosensitive elements are constantly interrogated, and by shading of light by the heavy metal ball defines a direction "downwards".

Drawing # 5.

This constant questioning of photosensitive elements does the sensor-plumb by analogue of a videocamera.

Other sensor - the sensor of the accelerated rotations of the torso of the robot as a matter of fact is analogue of a capacitor microphone.

Drawing # 6.

Depending on value of the accelerated rotation of the torso of the robot the liquid, concluded in the closed tube, presses on a metal membrane. And already displacement of a membrane is digitized similarly to how it is now done in any microphone.

Possibly, measurement accuracy of such sensors is not so good (anyway, she is less, than at sensors - gyroscopes, established for navigation on planes and space satellites). But for maintenance of the vertical walking of the robot of the excessive accuracy is not required, but owing to joint work of these sensors acceptable radiation resistance is reached, let and at rather low accuracy.

Really, we can reflect about radiation resistance of such sensors by means of the videoreporting, which has been made near to a nuclear reactor of Fukushima. - Despite of 1000 multiple excess of a radiating level the videocamera and a microphone of the journalist work normally, without any obvious hindrances. At the same time the videoequipment of journalists though and be a professional, but for certain has no specially powerful protection against radiation. It gives the basis to assume, what the sensors of spatial orientation of the torso of the robot, invented by me, in some measure being by analogue videocameras and a condenser microphone can successfully function in conditions of the raised radiating background. And if for the sensors, invented by me, else and will make cover with thick antiradiation protection, then obviously, that such sensors will well function and in stronger radiating fields.

Later, after biped anthropomorphous robots-avatars will clear away passes and will build ramps, it will be already possible to use more primitive robots with wheels and caterpillars, which do not have needs for sensors of angular orientation of the torso.

However now we shall go further:

The second stage of the dismantling of a reactor: we do carried out it only by means of the heavy mechanical equipment. Robots with their gentle electronics directly do not participate in this process - into a reactor, where be a very high radiation, they don't come.

In the presented below drawing the moment is shown, when the ladle-grapple grasps a constructive element of a reactor.

Fukushima - the method of dismounting of emergency reactors

Drawing # 7.

Further: in drawing below I show the moment, when the ladle-grapple of the heavy equipment throws out a constructive element of an emergency reactor in the special container, for the subsequent transportation and utilization (here perhaps: or burial in a special radioactive depository, or - a recycle in fuel).

Fukushima - the method of dismounting of emergency reactors

Drawing # 8.

In process of a dismantle of a reactor the heavy equipment can have need in a service (repair) (the replacement of mirrors or videocameras). This work will is done by robots in the separate hall, located under a protective dome. For the period of repair the heavy equipment moves to this hall.
The separate hall is used, in order that the robots not have contact with nuclear fuel and were not exposed to a radioactive irradiation absolutely unavailing. It allows to protect (to economize) robots - so we can make term their exploitation longer.

Fukushima - the method of dismounting of emergency reactors

Drawing # 9.

For work in Fukushima a too many robots is not required, by the way. The certain percent of robots during dismantling of reactors of Fukushima will break because of high radiation, it is inevitable process.

But we can easily do compensation of these losses - enough if we evacuate a broken robot to a zone with a small level of radiation, to open the torso of the robot and to replace an electronic stuffing. The mechanics of robots suffers from radiation slightly, in conditions of radiation "a vulnerability" - electronics. Therefore after replacement of electronics the "died" robot, most likely, again "revive" and can continue work. (With people so you will not act - if the person to be irradiated and "will break", then you can't him so simply "repair" - radiation sickness is very intractable.) Obviously, what for this purpose the designs of robots should have an opportunity of easy disassembly of robots and fast replacement of them of electronic stuffing, which weak to radiation. And just robots (robots - "physicians") should be engaged by evacuation from radioactive zone and a by a repair of the broken robots - people no should touch the robots, which be undergone to an irradiation.

robots - physicians

Drawing # 10.

Really, if we, people, have created robots-surgeons, for executing surgical operations on persons, then why robots cannot "operate" (to repair) of robots? In case of Fukushima it will quite rational  solution.

Certainly, all it demands very right clever logistics.

It will allow the same robot to work during decades in such radiating fields where the person can be in a protective suit "without essential harm for health" not more a half hour. It is desirable too that such robot was "long-armed" (he should have a skilful hands) and "long-legged" (i.e. could get into remote places - in a nooks), thus it is desirable that it be the robot of a distantly operated anthropomorphous robot avatar.

The third stage: after dismantle of an emergency reactor a robots dismantle the heavy equipment and walls of a protective dome. Later a robots also are a subject to recycling.

Fukushima - the method of dismounting of emergency reactors

Drawing # 11.

And then, after of all this we can make on a place of a reactor a green lawn.

By the similar method we can dismantle and all other old nuclear reactors, deduced from exploitation. Sometime in any case it is necessary to do this. Therefore the experience received by mankind on Fukushima, will have extremely big value.

Now on Fukushima a very much great volume of a radioactive soil was accumulated, which has been razed from a surface of a sod and is stored in plastic bags.

Drawing # 12.

However, at the big desire it is possible to clear this soil from of radiation. For this purpose it is necessary to process she by acids and alkalis in the certain sequence that will allow to translate radioactive elements in soluble salts. Later we should do filtering of the ground by means of water. Radioactive soluble salts will be washed by a water and so the soil will be cleared. For this purpose it is only necessary to pick up correct structure of acids and optimum sequence of processing by them of a radioactive ground - it already a problem for radiochemists.  Certainly, similar procedure will kill the microorganisms, living in a this soil, but we now no can choose it is necessary, besides later already other microorganisms will settle in this of already cleared soil. Thus this quite acceptable decision, though, possibly, it rather expensive. We can try to clear a soil and in the event that the radio-activity is caused by dispersion of small glass balls with the caesium, which have formed after explosion of the reactors. For this purpose it is necessary to shake up a soil in water, and then to enable to a suspension (dregs) during sedimentation to decay to fractions. The heavy stones will immerses to a bottom by a first, later - the stones of the smaller size, after the big grain of sand... And in certain moment the radioactive glass balls with caesium should drop out in a deposit. And in this moment this suspension (or its part) it is necessary to pour in other tank with radioactive waste. Then the soil, which earlier already has accumulated on a bottom, will have smaller radioactive pollution. So it too is possible to lower pollution of a soil.

Besides on Fukushima now in tanks great volumes of radioactive water have accumulated. Here a photo:

Drawing # 13.

And if solid radioactive rubbish behave quite "well" - he lay and lay on one place, and he is not fighting with anyone, if nobody touch him. While with liquid radioactive products we are of problems - they have faculty of leak and can somewhere independently escape, but later suddenly to create radiation danger in a new place. As a matter of fact just because of drift of the liquid radioactive pollution we and have now of so many problems with a Fukushima - under its base the underground waters, in which radiation from nuclear fuel from a perforated reactors dissolves, and later this radioactive water saline solution proceed in World ocean. And just because of this leaking and be so a thorny question about of extraction of nuclear fuel from reactors. If was not of an outflow of liquid pollution in a ground then it would be possible simply to forever preserve reactors of Fukushima how it, for example, now had made in Chernobyl. But today on Fukushima the fuel not had removal from reactors, yet, and therefore the outflow of a radioactive liquid continue. The Japanese workers collect this liquid, but it has collected already very big volumes. Therefore the question with liquid radioactive water should be solved.

Some Japanese experts already cautiously speak, that this water should be poured out in ocean in sparsely populated areas - somewhere far away from continents. This simple, but very bad decision - Fukushima already and so has poisoned all the Pacific ocean, and to add there still radiation it is extremely undesirable. (Below I showed the card of pollution of Pacific ocean by radiation from Fukushima):

Drawing # 14.

In reality this water too can be cleared of a radioactivity. The water in itself is not radioactive (if, certainly, she does not comprise tritium) - the salts basically, dissolved in water, are radioactive. Unlike industrial nuclear installations (in contrast to American Henford) where make and process the nuclear fuel (Plutonium), the water, polluted by radioactive impurity on Fukushima, has a little bit other origin and consequently also other properties - she is supernatal (thin, watery), she non viscous, she does not belong to a category "insoluble sludge". Therefore if correctly to collect chemical components then it is possible to force to react, and turn soluble radioactive salts to other insoluble salts and to drop out they in a sediment. As a result we shall receive the water cleared of a radio-activity and small in volume an insoluble radioactive powder which is easy for filtering, and then we can bury him in storehouse of nuclear waste. It is a simple way, but it too not so good, since we shall receive salty water - she will not be radioactive, but there any salts will contain. To pour out in ocean of a water, which is not radioactive, but contains some the salts, which can be chemically harmful for animate nature, it too not the best decision.

Therefore will be possible the offer of one more most ecologically pure way a clearing of water from radioactive salts - evaporation.

At present in the world many installations for desalination of the sea water are maintained.
Possibly, engineers already have well worked with this question. I somewhere had a meet with information about vacuum evaporation of water - it is done for decrease of temperature of boiling. I not the expert in this and me complexly to tell how much these water-desalinating devices are economic and effective. Nevertheless here I shall dare to offer one more variant for improvement of water-desalinating installations.

For this purpose we should see book of P.V. Makovetsky's: " Look in a root! ", where very beautiful method of economical heating of water is described (I can't overcome temptation to write about it - you can activate translation of this text into English language by means of the indicator of a mouse):

If to start up liquids in tubes along the lines towards each other (fig. 144 b), then at enough long tubes both correctly chosen sections and speeds of liquids the last almost entirely will exchange temperature

Drawing # 15.

This technical reception perhaps enables to create rather economic evaporators with schematic scheme, which I show below:

1 – capacity with radioactive water;
2 – a tube, in which radioactive water follows aside to a vaporizing chamber;
3 – the vaporizing chamber;
4 – the heat exchanger with a countercurrent of liquids;
5 – use of vacuum for thermal protection of a technical components of the device;
6 – the pump creating discharge (vacuum) in a vaporizing chamber for reduction of temperature of boiling of a liquid;
7 – the cone-shaped dome on vaporizing chamber, he has double walls, between which a cool radioactive water flows. We use the cone-shaped dome to additional heat exchange between liquids. Its internal surface serves in the vaporizing chamber for condensation of the cleared water. For increase in the area of an internal surface of a cone she is carried out fluted, as a roofing slate or cap of agaric (cap of lamellar mushrooms);
8 – an inclined circular gutter, where the condensate of the cleared water flows down with a surface of the dome cone-shaped;

10 – the bunker of gathering of radioactive salts;
11 – the thin-walled metal shell of the conic form (in figure it is shown by orange color) - its purpose to prevent adhesion of salts to walls of the bunker. A powder of dry radioactive salts gather in this shell - as soon as it will be filled then a work of installation will stop, the shell is quickly replaced by new and a work of equipment will renews;
12 – local heating of a radioactive liquid before she will come in a vaporizing chamber;
13 – an opening door of the hatch in the bunker of gathering of radioactive salts;
14 – capacity of gathering of distillate water.

So casually the scheme appear for the very economic the hooch device (the home alcohol machine, for making a hooch). (I open the big secret: actually in a picture under # 16 the information is ciphered about an effective way extraction of heavy waters, tritium. If somebody wish receive this information, then he can to try to decipher a this file.)

In this installation a lot of various tubes. Therefore it is preliminary necessary to take care, that in them the tartar (boiler deposit - deposition of insoluble salts) was not formed, i.e. it is necessary eliminate hardness of water.

Сarbonate hardness we can eliminate by means of so-called « lime milk » (calcium hydroxide):

Gypsum  we can eliminate by means of technical soda (sodium carbonate):

After that in water there will be only soluble salts which do not give a deposit on tubes and do not spoil the equipment. And we and will do evaporating water with these salts. (Sometimes nevertheless with a view of prevention of formation of a scale it is meaningful to wash out installation by an acetic acid. Also, due to the pump # 6 in the chamber # 3 we can create rarefaction of atmosphere and the salt water will boil at temperature less than 70 C (i.e. the temperature of a liquid will be less than 70 C in all vaporizing installation) and the deposit of insoluble salts in tubes will not be formed at all in most cases). I can offer other interesting ways to deal with water hardness, but here I won't will discuss them already. — After all, according to analysts’ forecasts, there will soon be a deficiency of fresh water in the world - drinking water will become a very valuable resource, for which even wars will be waged between nations. Therefore it is not reasonable here for free you can talk in detail about the design of efficient desalination plants).

Certainly, it is possible to not doubt, that the experts - heating engineers know about heat exchanger with a countercurrent of liquids. However after cursory familiarization with this question on the Internet, I with surprise have found out, that inventors of water-desalinating installations avoid to use such heat exchanger. It seems to me, what it is unjustly, since the combination of chemical methods and a similar way of heating of water will allow to make water-desalinating installations by more economic. It opens before the Japanese specialists an opportunity to remove completely radioactive salts from the water containing now in huge volumes in tanks. Will make this process by routine.

We also can use in Fukushima for desalination (for removal of radioactive salts) of so-called "Reverse osmosis". - Now this method of desalination is very popular, competitive, on the world market. (Which from two ways desalination: reverse osmosis or evaporation appears the better for Fukushima, now it is difficult to tell - the affair in that, the question of separation of isotopes tritium will be discussed below, and there the evaporation in a combination with other technological receptions can appear more perspective. Plus to this I have made such beautiful image # 16, that I simply should present him here).

Thus, we, people, can dismantle emergency reactors, we too can do clear a continental soil and water in tanks. All it demands greater resources, but it is real.
Solely, what the Japanese experts already cannot make - it delete a radiation from the World ocean. which before was poisoned by Fukushima.

Certainly, there is one more very much a serious problem: it is unprecedented great volumes of the radioactive rubbish, which has simultaneously arisen after catastrophe on Fukushima. For atomic industry it always was a complicated question.
But here I already shall not begin a discourse about this theme - otherwise to the Japanese engineers will have nothing to think.

Ecologists are indignant by a plastic packing, which harms to the nature, and they declare the slogan: "Plastic package, which you have bought in shop and later have thrown out, in a natural habitat will decay during 4 centuries. Use paper packages which decay for some years. So you can protect the nature!"

This slogan is good - I completely agree in this question with ecologists, because plastic really a very stable and, unfortunately, I enough often observe a polyethylene garbage in streets.

However in case of Fukushima plastic can be extremely useful. We all know of the potable water, packed into plastic bottles. Unlike fragile glassware, the plastic containers is cheaper, they is elastic and not be destroyed at casual small impacts and they does not collapse even in the event of low temperatures when a water, contained in them, turns into an ice.

People with black humor have placed on the Internet a humiliating picture about of a radioactive water of Fukushima, they represented a plastic bottle with a corresponding label (two-headed deer-mutant, human skull ... - a lot of the black sarcasm, but have forgotten the image of symbol a radioactivity still):

Drawing # 17.

However, irony - the plastic "bottles", i.e. the plastic containers, the most preferable container for storage of tritium waters.

Really, plastic "bottles" (plastic containers) inexpensive, they do not rust and without damage repeatedly can endure cycles of a freeze - defreeze an inner contents, therefore plastic containers ("bottles") will ideally correspond for storage of distilled tritium waters, unlike the welded metal containers applied now on Fukushima.

Therefore, if we will pour a distilled a tritium - comprising water in waterproof plastic containers (conditionally speaking, « in plastic bottles »), then this water can be easy preserved for 120 years, during which the tritium have autodecomposition to a natural background and water becomes safe.

I shall remind, that a tritium have a period of a half-life near 12 years, therefore in 120 years of storage in tritium - comprising water there will be only one thousandth share of a tritium.

It will be desirable if we make hiding these containers far away from people (from different hooligans-vandals, terrorists), for example, in " a natural fridge " - to deduce on storage into deserted Arctic regions. There this water will turn into an ice, i.e. into a solid body and it will serve as an additional guarantee that water will not spread accidentally and will not create the new centers of radioactive pollution.

Sea container ship of average size can transport these 1000000 tone of water by 5 or 6 voyages.

It is obvious, what in Arctic regions we should very-very cautiously move plastic containers with radioactive water to not damage a waterproof plastic casing.

It is possible also these WATERPROOF plastic containers with DISTILLED tritium water to ship deeply on a bottom of ocean - the main thing to hide them from inadequate people and to not allow this water to leave within 120 years in a natural environment.

I expect populist cries of ecologists Greenpeace: " the Territory of Arctic regions is closed for economic activities! To drag radiation to Arctic regions - a crime! " … but what, ecologists can offer other algorithms of the decision of the given problem? Perhaps, easier to pour out this water in ocean or to evaporate? But in this case all this tritium get in a food chain of alive organisms and will cause mutations. If ecologists have other ideas, then let they will express them.

I believe, nothing terrible will not be, if waterproof containers with tritium water will lie down in a warehouse in Arctic regions 120 years or deep at the bottom of ocean. Only it is necessary to do all it very cautiously, correctly having organized all logistics. Wine makers make old the wine in cellars many years after all.

Why then we can not "make old" tritium water? Afterward, in 120 years, we with clear conscience can pour out this water in ocean or to use as fuel for the controlled nuclear synthesis (tritium will decay, but the deuterium remains).

But plastic containers, earlier contained tritium, will not be radioactive and we can remake them.

It is one of ways of the decision of a problem of recycling tritium waters. He is universal and he also can be applied to many other nuclear power plants. (Incidentally: the  underwater anthropomorphous robots-divers, i.e. underwater robots-avatars, can  provide too the big help and in affair of allocation of containers deeply under water).

Certainly, on Fukushima the volume of radioactive water is very big, nearly 1000000 tons. Therefore it would be desirable to separate preliminary somehow of tritium from other part of water and already to store only the water, which contain tritium.

Scientists - nuclear engineers already more than 50 years work above a problem of the controlled nuclear synthesis. However for the future thermonuclear reactors as fuel isotopes of heavy hydrogen - deuterium and tritium are necessary.

Therefore before scientists now exist a very important question: getting of this fuel in big lots, i.e. the division of isotopes. Usually scientists - nuclear engineers this theme do not like to discuss, focusing at present much more the attention to other technical questions - to getting of energetically favorable reaction of synthesis.

But in any case the question of effective getting of deuterium and tritium remains opened. Someone from physicists for these purposes suggests to educe heavy hydrogen directly from usual sea water, others suggest to fly for it on the Moon and to process regolith - however obviously, that these ways of extraction of heavy hydrogen is very expensive.

Paradox, however, in that that the water circulating now in uranium reactors as a moderator of neutrons, be enriched by heavy hydrogen - she becomes heavy during work of reactors because of capture of neutrons.

I.e. it turns out, that radioactive water of Fukushima is valuable raw material for the future thermonuclear power engineering. Consequently to pour out she in ocean extremely unreasonably. More correctly, if we will find the effective way to separate heavy component (the molecules containing isotopes deuterium and tritium).

Thus, it has casually turned out so, that nuclear accident on Fukushima make actualization of a problem of search of economic detachment of heavy hydrogen from water, it is very important for the future thermonuclear power industry.

Later I shall acquaint visitors of my Web site with methods of separation of isotopes of heavy hydrogen from water - PROBABLY, these methods will more effective, than those, which specialists - nuclear engineers can offer now.

And if here already we has speech about controlled thermonuclear synthesis, then I can suggest to familiarize a visitors of this Web site with my works in this area.
Usually when speak about controlled nuclear synthesis traditionally have in view of TOKAMAK or laser nuclear synthesis. Between experts of different directions of the decision of problem of the controlled nuclear synthesis is a sharp competitive fight - everyone praises the own development and criticize a competitors - it allows to receive additional financing for a researches and "on a bread and butter".
Experts do try not speaking about offered by me way of realization of controlled nuclear synthesis - probably for the reason, that the offered way will leave them without work.
I do not assert with fanatical obstinacy, what only the way, offered by me, will allow to solve a problem of controlled nuclear synthesis, but, by using presented here a case, I specify the hyperlink to the own work — for an intrigue I show below the image-link from the my site about controlled nuclear synthesis:

In conclusion of a theme I wish to consider some interesting moments:

1. The Japanese experts try to create the radiation-resistant robots, capable to work directly in a reactor. Here video:

Drawing # 18.

However such robots will be inefficient, in comparison with the specialized heavy equipment (mechanical ladle-grapple). These robots less a resistant to radiation, i.e. they will often break. These robots have low power, i.e. they cannot grasp greater pieces, and consequently will slowly dismantle a reactor. These robots are not convenient in management - we see it on a video fragment, therefore they will slowly work, and consequently (I speak about it again), they will slowly dismantle a reactor. Besides we do not know precisely, where now there is a nuclear fuel - probably, he fuses a bottom of a reactor and has plunged deeply into a ground. In this case "to overtake" of "escaping" fuel by more productive ladle-grapple it will be easier. Under a reactor there is a soil, which already have a strong impregnated radioactive pollution. We in any case should take and disinfect it, differently Fukushima still will infect ocean during of long time even after delete nuclear fuel. And certainly we can easier remove a ground by a greater ladle-grapple, but not of a nursery little scoop for game in a sandbox, which will be in hands of a little robot.

2. "Why catastrophe on Fukushima will can become for mankind an eternal problem?"

If in the state or for mankind there is a challenge, then the political leaders of the states appoint for the decision of this problem of some officials. And this moment there is a paradoxical situation - this problem for officials existence becomes the mortgage of their personal well-being. Really, if the official is engaged in "decision" of the important problem, then he should receive the greater guaranteed salary, the medical insurance, and then and pension. I.e. while there is a problem - the official has from it the guaranteed material benefits. But if the problem will be solved, then the official will have to search for a new workplace which he can and not find. Therefore in the certain conditions the officials start to brake the decision of the problem, which they manage, choosing not the most effective decisions. As a matter of fact they start to parasitize on a problem and by that receive for itself a lifelong high-paid post. Later the venal journalists, who help officials to hide the truth, join it criminal structure of officials. As a result the ordinary taxpayer cannot receive the objective information and is compelled to pay for all this "pleasure".

Possibly, something similar already occurs to disaster on Fukushima which lasts 6 years. - This my Web site has been placed on the Internet on March, 19th, 2017. I repeatedly inform by e-mail about it both company TEPCO and director IAEA. The company TEPCO has kept silent, but from IAEA the typical bureaucratic answer has come to me: "This question outside our competence".

Oh, yes! I trust: "Of course, the catastrophe on Fukushima outside competence of IAEA"

Only then it is impossible to understand: Why director IAEA does applications about Fukushima, if this question not in its competence?:

It is very bad, that during of such serious technological crisis as Fukushima such responsible post is headed by the incompetent official, which not have a special technical education. Such inconversant chief with philological education becomes easy "toy" in hands of the more competent subordinates, and it allows them to do abusing by official duties.

Perhaps, bureaucrats want procrastination the decision of a problem, and make for us, for all inhabitants of the Earth, " an eternal holiday " under the name: " Fukushima forever! "

In fact already there is an interested a business-structures, which receive profit on the disaster, which have happened on Fukushima. For example, manufacturers of protective suits, respirators, gas masks, dosimeters, poor-quality robots... The accident on Fukushima made them very rich. There are and other structures, which have wishing grab of "a titbit". And not fact, that the bureaucrats, borrowed by "decision" of a problem of Fukushima, not have in these enriched business-structures the own private commercial interest. Certainly such the corrupt (mafia) communications carefully hides from the public, but they happen. Some times I had to collide with such situations when the effective decision of a problem is found, but influential officials with manic persistence adhere to old patterns to the detriment of interests of a society, obviously supporting interests of some business-structures. The decision of problems of Fukushima will demand very much greater financial resources and already there are messages about corruption abusings - it only the beginning.

Besides that officials can have any cleanly irrational psychological or political reasons to make inefficient decisions. The attitude of the Japanese officials to the information, which is on this Web site, will serve by indicator of effectiveness of theirs work. If Japanese officials will "casually" emphatically no observe this information in Internet- then they swindle. And only public publicity (scandal, how it happens with the Japanese minister Masahiro Imamura) can affect a situation properly. There is an idiomatic expression: "To whom is war, to whom mother is native" - it means, that for dexterous scoundrels the general trouble can become a source of getting of benefits. Accordingly the mankind should not permit to officials to transform Fukushima into such "native mum", otherwise this process will be continued for very long years.

Recently the employees of company TEPCO have thought up the new plan of extraction of nuclear fuel from reactors of Fukushima - they want to penetrate with a side in a nuclear reactor with the help of remote equipment.
Here graphic demonstration of this method from the Internet:

What here I can tell...
The construction of the building begins with the house footing (the foundation), then erect walls, then do a ceiling and finish construction of the house by a roof. If you wish CAUTIOUSLY (without explosions and a dust) disassemble a building - then operate in the reverse sequence: in the beginning destroy a roof of a building, then a ceiling, then dismantles a walls and at a final stage - deconstruction of the basis of a building. The Japanese engineers, possibly, have decided to show to the world of a very original (unordinary) technical decision - they want at first to get into reactors of Fukushima from side by means of expensive complex equipment. But this not so good decision. I not argue in detail what the complex expensive equipment penetrating with sideways in reactors of Fukushima, will be unreliable in conditions of high radiation - about it speak numerous cases of destruction of the Japanese robots, which already sent in reactors. However problem even not in it. Let we admit what the Japanese engineers can take out nuclear fuel from reactors of Fukushima. But further in any case we have need in the CAUTIOUSLY (without a dust) disassembling of these reactors. For this purpose the Japanese engineers should dismantle in the beginning a roof of reactors, later - walls, and later - the base... I.e. to make all, what is written on a this my Web site. So can be then and is not of a sense in use of the complex expensive equipment for a penetrate with the sides in reactors?

3. Probably, Japanese experts after acquaintance with this Web site will try to use on Fukushima of robots only with caterpillars and wheels, which will construct ramps for itself. But if to speak objectively, then we shall acknowledge that the anthropomorphous biped robots-avatars in conditions of complex technological catastrophe in many cases will more effective.  Catastrophes have one peculiarity - they can happen again, therefore the anthropomorphous biped robots-avatars always better to have for emergency. In fact the same Fukushima has blown up not at once yet - catastrophe had developed gradually: in the beginning was a tsunami, and already later, within several days, there were consecutive explosions of nuclear reactors. The first reactor has blown up only after day after a tsunami. Time to prevent the worst scenario was enough. However for that it was necessary in the first day of crisis by means of the helicopter to establish on roofs of reactors of tanks with fresh water and by means of robots provide submission of this water in reactors for cooling fuel. (Engineers of the company of TEPCO should without delay ask Japanese military to give this helicopter. And armed forces would not throw Japanese people and certainly would give the helicopter, considering possible consequences of refusal.) But for success of this technical operation the robots should be as much as possible convenient at management and have high maneuverability. I.e. robots should be anthropomorphous biped robots-avatars with remote control.
For remote control in a copying mode by the anthropomorphous robots-avatars the support mechanism is necessarily necessary (on image below he is designated by system of mutually mobile rings located around of the person-operator, which do a control by a robot), and also the active costume-exoskeleton is necessary (on image he conditionally denoted by green color):

And only such a support mechanism in a combination with active exoskeleton and will allow remotely controlling in a copying mode by similar anthropomorphous robots. For example, by these:

Interesting attempt to create anthropomorphous biped the robot-avatar has been recently undertaken by Japanese firm Toyota:

Drawing # 26.

As we see from the presented videofile this robot can well balance on one leg. However we not on dances have gathered after all, but we want fight with accident on Fukushima. I suspect, that this robot cannot walk on very uneven landscapes because engineers for management by him  use of an armchair, instead of the support mechanism. Anyway in this videoclip it is not shown how  the robot walks on district with a complex structure. But if the robot-avatars cannot well move by two legs by a cross-country, then its all sense biped vanishes also - it was quite possible to use of  wheels how it is made at robot Sally.

In short, the support mechanism is necessary for creation of the high-grade distantly operated anthropomorphous robot-avatar.

Attempts to create of the anthropomorphous robot - avatar without use of the support mechanism - is similar to attempts to put on trousers through a head.

Remote controlled robots-avatars will be necessary and at elimination of such global danger as Yellowstone supervolcano.
The visitor of my Web site now can think: " And which here the connection between the Yellowstone and robots-avatars? It are objects of the non-comparable sizes and capacities ".

In reality I have an idea, how we, people, can solve this problem, but in this question it will be necessary to involve convenient in management anthropomorphous robots-avatars. However in present time here I shall not speak in detail about this theme.
